Biography

Terence is a Managing Director in OCBC’s Group Financial Crime Compliance Department. He leads a group function in 2 main areas: Data Analytics (“DA”) and Special Financial Crime Investigations. 


In the DA domain, he co-develops advanced DA and Artificial Intelligence (“AI”) tools with the bank’s Group Data Office to detect and disrupt money laundering activities. Terence also maps the Group Financial Crime DA strategy and roadmap. In the Special Investigations area, he leads and steers the group in the conduct of customer, network, macro level and transnational complex investigation cases using a myriad of advanced AI and DA tools. Favourable outcomes of such investigations were shared with the industry at appropriate platforms.

Terence is an experienced financial crime investigator lead who has worked in organisations like CPIB and MAS. His expertise enabled him to integrate advanced technological AI and DA capabilities into the complex investigation processes.  The fusion of technology and data in the investigations process has resulted in improved effectiveness and efficiency, allowing for sharper and more timely detection of adverse customers and counterparties. Some of the deployed technology includes a global network analytics solution that can visualise customers and their counterparties networks rapidly, a machine learning model that uses artificial intelligence to accurately score customers as well as an investigative workstream that has been recognised by local enforcement agencies.

Terence is actively involved in strategic industry programs such as Project COSMIC (Collaborative Sharing of ML/TF Information Cases) which allows partner banks to share information to disrupt illicit networks. He has also participated actively in the AML/CFT Industry Partnership (“ACIP”) Data Analytics Workgroups for both the 2018 and 2022 editions. Further, he has shared his insights and experiences at the Annual ABS Financial Crime Seminars and the ACIP DA Industry Workshop. Terence also engages and shares widely with foreign regulators on how OCBC deployed technological capabilities in the combat against financial crime.

n 2023 and 2024, he led his team to win the “Best AML Technology Implementation Award” by the Asian Banker Awards 2024 as well as The Asian Banking & Finance Award AI Machine Learning Initiative of the Year – Singapore.
